Position Overview
Hire Up is a transitional jobs program designed to aid disadvantaged job seekers in the city's economic recovery from the COVID-19 crisis. MOED will partner with other city agencies and nonprofit organizations with workforce needs on projects that might otherwise be unstaffed. Hire Up serves a dual purpose: (1) providing transitional work to help residents get back to work and earn critical wages to meet basic needs after a period of unemployment or underemployment, and (2) improving city services. The initiative will benefit all city residents, as well as city visitors, by making parks, streets, recreation centers, and public events cleaner, safer, and more welcoming.

The Department of Public Works (DPW) Solid Waste Supervisor oversees the solid waste collection and maintenance operations of an assigned borough, city-wide special services maintenance or the operation of a municipal landfill or transfer station. Work of this class, depending on work assignment, involves supervising a unit of one or more of the following class of workers: solid waste workers, laborers, drivers of commercial and non-commercial and related vehicles such as load packers, tractor trailers, heavy equipment or operators of mechanical sweepers. Incumbents receive general supervision from a technical superior. Employees in this position work a conventional workweek that may include weekends, evening hours and callback for emergencies as required. Work is performed in the field where there may be exposure to inclement weather, poor driving conditions, dusty or muddy environs, animal and insect bites and hazardous waste. Work requires minimal physical exertion

Essential Duties and Responsibilities

  • Oversees the accomplishment of pre-established day-to-day activities of assigned unit; provides first level supervision of employees engaged in collection of mixed refuse, street and alley cleaning collection of trash from dumpsters, bulk trash and recycling collection, cleaning and boarding of City-owned properties, and landfill and transfer station operations; evaluates employee work performance and recommends the disciplining, hiring, firing and promoting of employees; counsels employees on employment policies and procedures.
  • Trains personnel in the safe and effective use of machinery, equipment and vehicles assigned to work force; ensures compliance with maintenance and safety procedures; conducts meetings with crews to reinforce importance of and compliance with required safety practices
    and procedures.
  • Investigates all vehicular and personal accidents and citizen complaints regarding collection, maintenance or disposal activities; gathers all pertinent information applicable to incidents; assesses cause of incident; counsels employees as warranted and explains policies and procedures to citizens; writes reports and presents to superiors.
  • Creates Service Requests for areas of service not within purview; in boroughs, accounts for abatement of Service Requests by contacting service provider to affirm importance of abatement; documents problem and resolution.
  • Ensures the timely response to Service Requests; reviews and identifies cause of recurring Service Requests that are within the purview of service provision and recommends solutions to prevent problem.
  • Prepares and maintains personnel and attendance records; prepares staffing schedules, records of vehicle assignments; documents occurrence of complaints and incidents and findings.
  • Maintains records of collection/maintenance activities, tonnage collected and received and writes reports.
  • Supervises participation of bureau personnel in snow removal, salting and plowing operations riding behind snow removal dump trucks and responding to problems as they arise. Identifies and recommends solutions to on-going problems.
  • Attends and may speak at neighborhood and civic association meetings in order to
    disseminate information and learn of requests and complaints; responds to requests and
    complaints in conjunction with superiors.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of safety practices and procedures.
  • Knowledge of collection routes and methods of collection.
  • Knowledge of the operation of landfills and transfer stations.
  • Knowledge of basic English grammar, spelling and punctuation.
  • Knowledge of the personal computer at a basic level.
  • Ability to understand and interpret ordinance, regulations and legislation regarding sanitation, public health, housing and building codes.
  • Ability to motivate others and enforce rules and regulations.
  • Ability to compose reports and memos identifying findings, action taken and resolution.
  • Ability to read maps.
  • Ability to perform basic arithmetical calculations.
  • Ability to read and interpret simple engineering plans.
  • Ability to communicate effectively with the public and remain calm and professional in dealing with irate citizens.
  • Ability to respond quickly and effectively in a problem or crisis situation.
  • Ability to maintain records and write reports.
  • Ability to operate a personal computer at a basic level.

Required Education and Experience

  • Graduation from an accredited high school or possession of a GED certificate and
  • Three years of experience with responsibilities such as evaluating performance, recommending the hiring, firing, disciplining and promoting of such staff, or performing lead work such as assigning, reviewing and approving the work of others.
