Position Overview:

The Social Media and Graphics Design Specialist contributes to our mission by ensuring we communicate effectively with key internal and external stakeholders. As MOED’s communication lead, the strategist develops and implements an agency wide communication strategy that explains, demonstrates and shares progress on our commitment to economic justice.

Essential Duties and Responsibilities:

  • Research, develop and expand agency’s social media strategy for agency-wide and program-specific services, activities and initiatives.
  • Create and own organic and paid content on all web and social media platforms, such as Facebook, Google Ads, Twitter, TikTok, Instagram, YouTube and Twitter, to build an audience and ensure customer engagement.
  • Create and design MOED marketing materials, including print, flyers, merch, electronic, and other projects.
  • Attend MOED events, take pictures and interview customers and employees to create graphics, social media posts, reels and written articles.
  • Monitor site metrics, utilize analytics, respond to reader comments, plan social media calendar and oversee creative design.
  • Interview adult and youth customers, employers, employees, and stakeholders to produce professional publications for print, testimonial videos and other media. Edit materials prior to publishing.
  • Coordinate with City agencies including The Office of the Mayor to cross-market programs
  • Build relationships with Baltimore employers and non-profits via social media to grow MOED’s social footprint.
  • Provide technical support to The Employ Baltimore Show as needed.
  • Update MOED’s website and partner websites as needed.
  • Organize and support MOED live streaming as needed.
  • Assist in responding to media inquiries, preparing agency responses, creating news releases, and arranging press events as needed.
  • Other duties as assigned

Knowledge, Skills and Abilities:

  • Ability to write clear, compelling communication in a variety of formats for multiple audiences, on a deadline
  • Ability to identify and craft powerful, engaging stories through video, photographs, audio and written forms
  • Ability to manage competing priorities and collaborate across departments to complete projects on-time, on-budget and to-standard
  • Proficient in social media management tools (Sprout Social, Sprinklr, Hootsuite and/or Creator Studio)
  • Proficient in graphic design software (InDesign, Illustrator, Photoshop and/or Canva)
  • Proficient in video editing software (Adobe Premiere Pro or Final Cut Pro)
  • Proficient in Microsoft programs (Word, PowerPoint, Excel, Access), Adobe (InDesign, Photoshop, Premiere Pro), website management platforms (Drupal, Wix, Weebly or SquareSpace) and streaming platforms (Streamyard, Facebook Live or Yellow Duck)
  • Proficiency communicating and responding to customers via popular social media platforms, including Facebook, Instagram, Twitter, TikTok and LinkedIn
  • Understanding of structural challenges that make it difficult for unemployed residents and low-wage workers to obtain and retain employment
  • Basic knowledge of City government policies, procedures and protocols


Minimum Required Education and Experience:

  • A bachelor's degree from an accredited college or university
  • Four years of experience in performing marketing, public information or public relations work.
  • Equivalent combination of education and experience.
