Job Summary:

• The client, Broadband and Digital Equity Office is seeking a Technical Program Manager. This role is to act as a technical expert for Broadband and Digital Equity (BDE) programs, including supervising infrastructure technicians (i.e., network engineers) and organizing activities and ensuring broadband and WIFI Infrastructure projects are moving forward and achieving milestones and meeting deadlines, resolving technical issues as they occur. • Technical Program Manager responsibilities may include but are not limited to the following:

• Oversees the BDE technical programs and all broadband infrastructure projects to ensure solutions meet all applicable engineering, financial, planning, and operational standards.

• Develop new technical programs to support the strategic direction of Broadband & Digital Equity.

• Coordinate with City engineering and operations leadership in developing business cases to deliver equitable broadband solutions to BDE stakeholders, customers, and City residents.

• Manages the technical team including but not limited to project managers and network engineers.

• Performs analysis of complex issues where analysis of situations or data requires an in-depth knowledge of the wireless and fiber transport landscape.

• Coordinates with industry partners to help drive sustainable and affordable solutions to the City residences and businesses.

• Collaborates with other cities to determine how they are solving issues regarding digital equity and competitive broadband service.

• Provide recommendation to broadband network solutions to help bridge the digital divide and ensure the BDE technical projects help in achieving the goal to provide broadband access to all City residents.

• Develop an evaluation method to assess program strengths and identify areas for improvement.

• Develop program budgets and operating plans for BDE technical programs collaborating with fiscal and contracts team.

• Work to understand what resources are available to the city and make use of available resources to help broker digital equity and competition.

• Implement and manage changes and interventions to ensure project goals are achieved.

• Analyze program risks and developing risk mitigation approach; produce accurate and timely reports of program status

• throughout its life cycle.

• Create strategy with key members of the team, including but not limited to communications and marketing and community engagement for Broadband & Digital Equity programs.

• Meet with stakeholders to communicate and answer any questions regarding project issues and/or decisions

Minimum Education and Experience Requirements

• Bachelor’s degree in relevant field

• Three years previous related experience including experience in technical program management, stakeholder management skills and performance evaluation

• Previous government experience preferred, but not required

• Equivalencies: An equivalent combination of education and experience may be substituted

• Ability to troubleshoot and investigate complex network and security system problems.

• Skill in coordinating the resolution of system problems by identifying issues and meeting with users, managers, and hardware/software vendors to identify solutions

• Ability to provide expert guidance to management on network and security systems life-cycle including upgrades and potentially complete replacement of existing infrastructure with new technologies.

• Ability to provide expert interpretations of network and security administration regulations and guidance, advises on the purchase and specification of new technologies as well as supporting infrastructure.

• Skill in monitoring usage and performance of environments for which responsible.

• Excellent knowledge of performance evaluation and change management principles

• Must be self-directed and demonstrate the ability to educate and influence others

• Highly motivated, energetic, and flexible

• Proficient in Microsoft Office products, Word, Outlook, PowerPoint and Excel
